Request For Proposals - Interpretation Services

1.     Invitation

Sexual Trauma Services of the Midlands (STSM) advocates for and supports survivors of sexual assault and abuse and educates the community to identify and prevent sexual violence. STSM Vision: Healthy survivors, thriving in a community free of sexual violence. STSM has a business need to select a vendor to provide Limited English Proficiency language interpretation and translation services at STSM offices in Richland, Newberry, and Sumter Counties. Mileage will be reimbursed at the state rate for any travel outside of Richland and Lexington Counties.

There is no guarantee of any purchase based on this RFP.

2.     Terms and Conditions:

  • Proposer must provide language and gender match upon request.
  • All interpreters/translators employees of Proposer must hold a certification in interpretation from a recognized authority and/or have passed a proficiency test in interpretation.
  • Proposer must submit specific employees/contractors working with STSM clients to background checks and sex offender registry checks.
  • Proposer and employees/contracts must sign STSM Confidentiality Agreement.
  • Proposer must provide a certificate of general liability and professional liability insurance with minimum policy limits of $1,000,000 and Sexual Trauma Services of the Midlands as an added covered entity.
  • Proposer must be willing to enter into a contract for services via the Office of Justice Programs.
  • Proposer agrees to the following pay structure:
    • $50/hour with a 2 hour minimum
    • $50/hour with 1 hour minimum for cancellations within 24 hours
    • Monthly invoicing with no client identifying data

3.     Proposals

Proposals shall be in accordance with all requirements set forth in the RFP.  STSM shall not be bound by any Proposer or other explanation or interpretation of the RFP unless given by or expressly concurred with writing by STSM.  Conditions contained in this RFP are based on the information available at the time of preparation.  STSM makes no warranty as to the accuracy or completeness of such information.  Addenda may be issued prior to the receipt of Proposals to provide for modification of the RFP.

Submission Requirements

  • Provide a description and history of your company.
  • Provide any examples of past work that showcases your capacity, specifically interpretation in a therapeutic setting.
  • Outline how your company has the staff and capabilities to handle this project, as well as information on who will be handling the specific account.
  • Provide a sample monthly report.
  • Agree to comply with STSM Confidentiality Policy, grant restrictions and requirements, and all other RFP restrictions.
  • Submit proposals to Ginny Waller, Executive Director, at ginny.waller@www.stsm.org by 5 pm on November 24, 2015. Hand deliveries are not accepted due to client confidentiality concerns.

STSM may interview selected vendors. Vendors selected for an interview will be notified at a future date.

4.     Acceptance of Proposal

STSM expressly reserves the right to reject any and all Proposals, to waive any informalities or irregularities in the Proposal(s) received, and to accept Proposal(s), or portions thereof, which in its judgment best serves its purposes.

The original Proposal must be signed in blue ink by the authorized representative of the prospective Proposer. His/her full name, title and business address must be stated.  Any person submitting a Proposal as an agent of another, or of others, must submit satisfactory written evidence of his/her authority to do so.

No pricing or detail offered on any Proposal shall at any time be made public by Proposer.

5.     Award of Contract

The contracting parties shall be Sexual Trauma Services of the Midlands and the Vendor whose Proposal is accepted. Upon acceptance of the Award, the Proposer must sign a standard Office of Justice Programs’ contract with Sexual Trauma Services of the Midlands. STSM will not be liable for any sums beyond the agreed-upon price(s) unless due to mutually agreed-upon written change orders.

Proposal Award Date: December 7, 2015
